Be the Change Awards Honor Lloyd Franklin Sr. with the 2025 Distinguished Service Award

The Distinguished Service Award is presented to an individual whose long-standing leadership and public service have created meaningful, lasting change. This year’s honoree is Lloyd Franklin Sr., a retired Chief of Police whose life’s work has shaped public safety and strengthened community trust across Arkansas.

A graduate of the University of Arkansas at Pine Bluff, Mr. Franklin holds a Bachelor of Business Administration and completed graduate coursework at the University of Arkansas at Little Rock. His expertise spans supervision, public relations, planning, instruction, and performance management.

Mr. Franklin began his career with the Arkansas State Police, where he rose through the ranks and served in several high-impact roles, including Commander of Narcotics Investigations, Arkansas State Fire Marshal, and Commander of Highway Patrol for Southeast Arkansas. In each position, he emphasized prevention, policy development, and cross-agency collaboration.

After retiring from state service, Mr. Franklin became Chief of Police for the City of Pine Bluff, continuing his passion for leadership and relationship-building at the local level.

Beyond his formal titles, Mr. Franklin remains deeply involved in community and youth development. He serves on the Arkansas State Board of Public Accountancy, AR Coalition for Juvenile Justice, Pine Bluff Boxing Club, and is an active member of Kappa Alpha Psi Fraternity, Inc., mentoring and guiding the next generation.

Through his tireless dedication to safety, mentorship, and community uplift, Lloyd Franklin Sr. embodies the spirit of distinguished service—and we are proud to recognize him with this year’s award.
